Description:
To allow maximum attendance and participation for all members, VCIA has moved its AGM into a virtual setting. All members are encouraged to attend the Annual Meeting so that you may be fully informed about the Association’s activities during the past twelve months, as well as the important issues facing the Association during the coming year. You will hear from VCIA President Kevin Mead and Board Chair Tracy, as well as receive VCIA’s financial report. VCIA’s Washington and Montpelier counsel will answer questions on the latest developments in D.C. and in the Vermont capital. Vermont DFR Deputy Commissioner Sandy Bigglestone will close with a State of the Captive Industry, sizing up where it is, and where the industry, broadly and in Vermont, is heading.

Tracy Hassett
Organization: edRISK Sponsored Captive


As President and CEO of edHEALTH, LLC and its stop-loss captive Educators Health Insurance Exchange, Tracy is also the current Board Chair on the Vermont Captive Insurance Association Board of Directors. Recognizing the financial challenges of schools nationwide, Tracy played a leading role in launching edHEALTH, a consortium of educational institutions coming together to save money on insurance costs and improve the healthcare experience for faculty and staff. Now in its tenth year, edHEALTH continues to grow in member schools under Tracy’s strategy, vision and leadership. Tracy brings a unique strategic perspective to human resources and finance at educational institutions. She’s a self-describing recovering Human Resources Officer, serving 17 years as Vice President of Human Resources at Worcester Polytechnic Institute and past president of Southern New England CUPA (2012-2013). She is an alumna of Roger Williams University and lives in Bristol, RI, with her husband and their two labs.


Kevin Mead
Organization: Vermont Captive Insurance Association


Kevin Mead is the President of the VCIA, the largest captive insurance trade association in the world. VCIA leads the industry in educational and networking opportunities, as well as legislative advocacy on the state and federal levels. Kevin became President of the VCIA in early 2022 and has a wealth of association management and financial experience that demonstrates his leadership ability. Prior to VCIA, he engineered a merger of three global independent accounting associations and forming PrimeGlobal, which represented 2,000 partners and 14,000 employees in 90+ countries. Holding two master’s degrees related to association management and finance, Kevin plans to build out the captive industry’s flagship conference, increase VCIA membership and membership value, and evolve the organization amid the current pandemic and economic challenges.


Andrew Baillie
Organization: AES Global Insurance Company


Andrew Baillie is the Program Director of Global Insurance for the AES Corporation, a global power producer and distributor headquartered in Arlington, Va., with operations in 15 countries around the world. Andrew supports risk management oversight and the procurement of insurance for the AES Corporation for development and operational assets globally as well as managing the company’s large, Vermont-based Captive Insurance Company. Andrew has worked for AES since 2006, during which time the company’s risk management and insurance programs have developed to become world leaders among energy industry peers. In addition to almost 20 years of experience in global insurance program management, Andrew has been a regular presenter at conferences and events, and is a VCIA Board member.

Sandy Bigglestone
Organization: State of Vermont, Department of Financial Regulation


Sandy is Deputy Commissioner of the Captive Insurance Division of the Vermont Department of Financial Regulation. She is responsible for the administration and regulation of captive insurance companies and risk retention groups. Having been with the Division since 1997, Sandy has 25 years of experience regulating captive insurance. She was appointed as Deputy Commissioner effective September 1, 2022, after serving as a principal staff member to her predecessor for 14 years. Sandy is a Certified Public Accountant, Certified Financial Examiner, a Certified Public Manager with the State of Vermont, and earned an Associate Professional in Insurance Regulation designation from the National Association of Insurance Commissioners. In 2018, Sandy was a recipient of the Women to Watch Award presented by Business Insurance for her leadership, expertise, and accomplishments in the captive insurance industry. The 2023 Captive Review Power 50, which recognizes the most influential professionals in the global captive insurance industry, named Sandy at #3.
